Measurement plan
Definitions and source requirements for the measures used in a particular part of the business.
When this is useful
A measure can change because behaviour changed, because the population changed or because its source records changed. Its definition needs to make those distinctions possible.
My contribution
I work through the questions being asked, define the relevant measures and assess whether the available records support them.

A five-measure specification records questions, populations, formulas, source fields and cadence. Paid retention is blocked until historical contract intervals are available.
What it covers
- Calculation, unit and reporting period
- Population, numerator and denominator where applicable
- Source records and update timing
- Relationships between measures
- Missing inputs and limits on interpretation
The output
A register of measures, calculations, source requirements and interpretation notes.
For an enquiry, describe the question and the systems involved.
